RESOLUTION

RESOLUTION ST-114 GRANTING APPROVAL OF THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND METRO GOLDLINE FOOTHILL EXTENSION CONSTRUCTION AUTHORITY'S SAFETY AND SECURITY CERTIFICATION PLAN

SUMMARY

This Resolution grants the request of the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the Metro Goldline Foothill Extension Construction Authority (MGLFECA) for approval of the Safety and Security Certification Plan (SSCP) for the Metro Gold Line Foothill Extension Phase 2A Light Rail Transit Project (Foothill Extension Phase 2 A).

PROJECT DESCRIPTION

LACMTA rail operations consist of the LACMTA Red, Blue, Green, and Gold Lines. The LACMTA rail system carries an average of 310,000 passengers per day.

LACMTA's Foothill Extension Phase 2 A is an extension of the existing LACMTA Metro Gold Line. The new 11.4-mile extension will add six stations. It will connect the Sierra Madre Station in City of Pasadena to cities of Arcadia, Monrovia, Duarte, Irwindale and Azusa.

BACKGROUND

Commission General Order 164-D, Rules and Regulations Governing State Safety Oversight of Rail Fixed Guideway Systems, Section 11, Requirements for Safety Certification Plan, requires that each Rail Transit Agency (RTA) prepare a project-specific SSCP for each major project and ensure that all entities involved in design, construction, operation, and maintenance of the project comply with the safety certification process.

On March 26, 2010, LACMTA/MGLFECA submitted an SSCP for the Foothill Extension Phase 2 A for Commission staff (Staff) to review. On March 30, 2010, MGLFECA also submitted a letter to Staff requesting the Commission's approval for the SSCP of the Foothill Extension Phase 2 A.

DISCUSSION

Commission General Order 164-D, Rules and Regulations Governing State Safety Oversight of Rail Fixed Guideway Systems, Section 11, Requirements for Safety Certification Plan, requires that each RTA prepare a project-specific SSCP for each major project and ensure that all entities involved in design, construction, operation, and maintenance of the project comply with the safety certification process.

On March 26, 2010, LACMTA and MGLFECA submitted an SSCP for the Foothill Extension Phase 2 A for Staff to review. On March 30, 2010, MGLFECA submitted a letter to Staff requesting the Commission's approval for the SSCP of the Foothill Extension.

The Foothill Extension Phase 2A is an expansion of the LACMTA-operated Metro Goldline, extending 11.4 miles from the existing Sierra Madre Station in City of Pasadena to City of Azusa along the existing LACMTA-owned rail right-of-way. The project plans for new six stations located in cities of Arcadia, Monrovia, Duarte, Irwindale, and Azusa.

Staff reviewed the SSCP in accordance with General Order 164-D Section 11, Requirements for Safety Certification Plan. The SSCP is in compliance with General Order 164-D and Staff recommends that the Commission grant approval of LACMTA/MGLFECA's SSCP.

NOTICE

On April 28, 2010, MGLFECA's request for approval of the SSCP was published on the Commission's Daily Calendar.

COMMENTS

The draft resolution of the Consumer Protection and Safety Division in this matter was mailed in accordance with Section 311 of the Public Utilities Code and Rule 14.2(c) of the Commission's Rules of Practice and Procedure. Comments were filed on ___, and reply comments were filed on ___.

FINDINGS

1. On March 26, 2010, LACMTA/MGLFECA submitted its SSCP for the Foothill Extension for Staff review.

2. On March 30, 2010, MGLFECA's letter to Staff requested the Commission's approval of Foothill Extension SSCP.

3. The Foothill Extension Phase 2A is an extension of the LACMTA-operated Metro Goldline, extending 11.4 miles from the existing Sierra Madre Station in City of Pasadena to City of Azusa along the existing LACMTA-owned rail right-of-way. The project plans for new six stations located in cities of Arcadia, Monrovia, Duarte, Irwindale, and Azusa.

4. Staff reviewed the Foothill Extension Phase 2A SSCP and found it to be in accordance with General Order 164-D.

THEREFORE, IT IS ORDERED that:

1. The request of the Los Angeles County Metropolitan Transportation Authority and the Metro Goldline Foothill Extension Construction Authority for approval of the Safety and Security Certification Plan for the Foothill Extension Phase 2A Light Rail Transit Project is granted.

2. This resolution is effective today.
