RESOLUTION ST-119. GRANTING APPROVAL OF THE SACRAMENTO REGIONAL TRANSIT DISTRICT'S SAFETY & SECURITY CERTIFICATION PLAN FOR THE GREEN LINE TO THE RIVER DISTRICT PROJECT __________________________________________________________
This Resolution grants Sacramento Regional Transit District's request for approval of its "Green Line to the River District Safety & Security Certification Plan, dated June 8, 2010."
Commission General Order 164-D, Rules and Regulations Governing State Safety Oversight of Rail Fixed Guideway Systems, requires Rail Fixed Guideway Systems to prepare a project-specific Safety Certification Plan (SCP) for each major project and ensure that all entities involved in design, construction, operation, and maintenance of the project shall comply with its requirements. The SCP ensures that elements critical to system safety are planned, designed, constructed, analyzed, tested, inspected, and implemented. The SCP also ensures that training is provided and rules and procedures are followed.
Sacramento Regional Transit District (SRTD) submitted its "Green Line to the River District Safety & Security Certification Plan, dated June 8, 2010" to Commission staff (staff) for review and requested Commission approval on June 24, 2010. The Green Line to the River District Project (GL-1) is the first phase of a 12.8-mile extension of light rail service from downtown Sacramento through Natomas to the Sacramento International Airport. GL-1 will be a Design Build (DB) contract that will extend service 1 mile from 7th & 8th Streets at H Street in downtown Sacramento, through the future Railyards Development on 7th Street, to a station on the north side of Richards Boulevard west of 7th Street. The project includes trackway, an overhead contact system, a traction power substation and power distribution, railroad signaling, traffic signaling and preemption, communications elements and cabling, a station on Richards Boulevard, and a station on 8th Street north of I Street.
The SCP is filed as required by General Order 164-D. Staff assisted SRTD to ensure the SCP is comprehensive. Staff reviewed the SCP and found it to be in accordance with General Order 164-D.
SRTD shall submit to staff a written Safety Certification Verification Report (SCVR), as required by General Order 164-D, at least 21 calendar days prior to start of service. Staff shall respond to the SCVR within 9 calendar days of filing by indicating that it approves the SCVR, or identifying areas that are not acceptable to staff. Staff shall give its approval of the SCVR by issuing a formal letter to SRTD.
On November 17, 2010, SRTD's request for approval of the SCP was published on the Commission's Daily Calendar.
The draft resolution of the Consumer Protection and Safety Division in this matter was mailed in accordance with Section 311 of the Public Utilities Code and Rule 14.2(c) of the Commission's Rules of Practice and Procedure. Comments were filed on _____, and reply comments were filed on _____.
1. SRTD submitted its "Green Line to the River District Safety and Security Certification Plan, dated June 8, 2010" to staff for review and Commission approval on June 24, 2010.
2. This DB project will extend service 1 mile from 7th & 8th Streets at H Street in downtown Sacramento, through the future Railyards Development on 7th Street, to a station on the north side of Richards Boulevard west of 7th Street.
3. Staff reviewed the SCP and found it to be in accordance with General Order 164-D.
1. The Sacrament Regional Transit District's request for approval of its "Green Line to the River District Safety & Security Certification Plan, dated June 8, 2010" is granted.
2. The Sacramento Regional Transit District shall submit the Safety Certification Verification Report to Commission staff as required by Commission General Order 164-D, at least 21 calendar days prior to start of service.
3. Staff shall respond to the Safety Certification Verification Report within 9 calendar days of filing by indicating that it approves the Safety Certification Verification Report, or identifying areas that are not acceptable to staff. Staff shall give its approval of the Safety Certification Verification Report by issuing a formal letter to the Sacramento Regional Transit District.
4. This Resolution is effective today.
