The CPUC's Renewables Portfolio Standard (RPS) program, one of the most ambitious renewable energy standards in the country, requires Investor Owned Utilities, Energy Service Providers, and Community Choice Aggregators operating in California to obtain 20 percent of their retail sales from renewable energy sources by 2010.

The Flex LA and Flex Riverside projects are the first projects signed under Edison's Standard Biomass Program. Both projects will be new gas-to-energy facilities located at landfills and which utilize new technology that can operate using low methane concentrations of landfill gas. The development of the projects, which will deliver all of their output to the grid, will advance the development of landfill gas energy production technology.
