NOTICE OF ALL PARTY MEETING

TO ALL PARTIES:

NOTICE IS HEREBY GIVEN that the Assigned Commissioner will be holding an All-Party Meeting regarding the impact of the American Recovery and Reinvestment Act (ARRA) on 2009-2011 portfolios and program implementation for general energy efficiency and low income energy efficiency (LIEE) programs administered by the investor-owned utilities (IOUs), Pacific Gas and Electric Company, Southern California Gas Company, Southern California Edison, and San Diego Gas and Electric Company.

The All-Party Meeting will last two hours and take place on Monday, March 16, 2009 from 1:00 p.m. to 3:00 p.m. in the Auditorium at the California Public Utilities Commission, 505 Van Ness Avenue, San Francisco, California, 94102.

On February 17, 2009, President Barack Obama signed the ARRA,
a $789 billion stimulus package composed of widespread public spending directives and select tax provisions. Many of the provisions in the bill are focused on energy efficiency and weatherization, through programs to be administered by a variety of entities. The all-party meeting is called to discuss the energy efficiency portions of the stimulus package and identify major areas of coordination, leverage and possible overlap between existing state programs and provisions within the stimulus package, including, but not limited to, the Energy Efficiency and Conservation Block Grant Program, the State Energy Program, and the Weatherization Assistance Program.

The IOUs are directed to, and other parties may, file a brief statement at least three business days in advance of the meeting identifying which, if any, funds they may be eligible to receive under ARRA, and for which programs, if any, under ARRA they expect to otherwise be involved in program implementation. Parties are invited to also address ways to coordinate and leverage between the IOU and Commission energy efficiency program efforts and activities likely under ARRA.

The California Energy Commission (CEC) and the Department of Community Services and Development (CSD) are invited to participate and provide a briefing on their respective roles in the disbursement of Stimulus funds and programs, and how they expect to interact with CPUC-funded efforts. Our staff will also invite other potentially interested stakeholders who are likely to be involved in California's efforts to implement the energy efficiency provisions of ARRA.

Parties who wish to attend and speak at the All-Party Meeting must send an R.S.V.P to Commissioner Grueneich's office by emailing Evelyn Gonzales at epg@cpuc.ca.gov with the name of the party or representative along with a contact phone number and their respective email address. Parties should indicate their interest in speaking at the meeting in their R.S.V.P.

R.S.V.P. must be received by 12:00 p.m. on Friday, March 6, 2009.
