Blattner discussed the status of the Otay Mesa Power Purchase Agreement (OMPPA) Transmission Project. Blattner explained that the OMPPA Transmission Project is distinct from other transmission projects under consideration in the area that are not needed to deliver power from the Otay Mesa power plant and that may be undertaken at a later date. Blattner urged the Commission to avoid procedural delays and to conduct and thorough but expeditious environmental review.
