LATE FILED. On December 14, 2004, Jennifer Dowdell, Manager, Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with Julie Fitch, advisor to Cmmr. Peevey, in San Francisco. Also present were Richard Patterson, Manager Finance, and Shirley Woo, Attorney, for PG&E. Woo stated that given PG&E and Southern California Edison Company were similar utilities with similar credit ratings, PG&E should not receive a lower allowed rate of return (ROE). Patterson stated that past differences between the utilities' ROEs were the result of different regulatory mechanisms. Patterson also stated that requiring the utility to meet specific credit quality rations could result in unnecessary rate increases.
