On April 14, 2005, Billy Blattner, CPUC Relations Manager for San Diego Gas & Electric Company (SDG&E) and Southern California Gas Company (SoCalGas), met with Teresa Cho, advisor to Cmmr. Grueneich, in San Francisco. Also present was Lad Lorenz, Vice President-Regulatory Affairs for SDG&E/SoCalGas. Blattner and Lorenz discussed the draft decision approving 2005 Low Income Energy Efficiency (LIEE) programs. Blattner explained that SDG&E and SoCalGas should recover incremental Call Center costs associated with the California Alternate Rates for Energy program and the cost of Direct Assistance program carbon monoxide testing from the LIEE program, not base rates. Blattner stated that, at a minimum, a memorandum account should be established to allow for future cost recovery.

Hughes recommended that all language on the FF&U matter be removed from the PD. With that correction, Hughes urged that the Commission vote out the PD at its April 21, 2005 meeting.
