Helgens explained that PG&E's position is that the real economic carrying cost (RECC) calculation accounts for the replacement of distribution investment facilities and that a replacement cost adder is not required in the determination of marginal distribution costs. Helgens added that RECC is a factor which when multiplied by the forecasted marginal distribution investment expenditures results in an annual revenue stream that would finance not only a distribution investment but also its eventual replacement. Helgens referred to TURN's position and argued that current replacements are not avoidable given PG&E's obligation to serve, and therefore, since they are not avoidable, they should not be regarded as marginal costs.
