Description: On April 25, 2006, Edward O'Neill, counsel to Felton Friends of Locally Owned Water (Felton FLOW), met with Tim Sullivan, advisor to Cmmr. Chong, and Rami Kahlon, advisor to Cmmr. Peevey, in two separate meetings in San Francisco. A copy of the Felton FLOW's reply comments filed in this proceeding was used during the meeting with Tim Sullivan. O'Neill stated that the proposed decision (PD) of ALJ McVicar fails to give a full account of the proceeding or FELTON Flow's participation in the proceeding and that Felton FLOW has had no opportunity to explain the flaws in the PD since the PD waives comment. O'Neil stated that to deny compensation for the participation of the only citizens group representing the residents this proceeding was intended to benefit is inconsistent with prior Commission precedent, fundamentally unfair, and would have a severe adverse effect on future participation by citizens groups in Commission proceedings.
