SUMMARY: On November 3, 2006, Mark Pocta of the Division of Ratepayer Advocates (DRA), met with Rami Kahlon, Advisor to President Peevey, in San Francisco. Also present were Robert Kinosian and Truman Burns of the DRA, Brian Cherry, Vice President, Regulatory Relations, Ray Williams, Director for Long-term Energy Policy and Planning, and Dennis Sullivan of Pacific Gas and Electric Company (PG&E), and Mark Joseph, counsel for Coalition of California Utility Employees (CCUE) and California Unions for Reliable Energy (CURE). Pocta reiterated DRA's support for the Partial Settlement Agreement (PSA) entered into by PG&E, DRA, CCUE and CURE. Pocta emphasized that the DRA supports the PSA over the proposed decision (PD). Burns admitted that the PSA was filed six days late, but stated that it reflects the hard bargaining that went into the PSA. Kinosian stated that it would be a mistake to stick with the PD as is when it could be amended to incorporate the PSA.

Williams stated that a partial settlement was submitted and expressed disappointment that the settlement motion was rejected by the judge.
