SUMMARY: On November 30, 2007 Andres F. Irlando, Vice President, Pacific Region of Verizon California, Inc. (Verizon) had a telephone call with Marzia Zafar, advisor to Cmmr. Simon in San Francisco. Irlando noted that ALJ Reed has done a good and fair job managing this difficult and contentious case thus far. Irlando noted that the issues in this case, as a result of this business decision, are: how are customers treated?; how are the policy goals of uninterrupted dial tone and affirmative choice by customers advanced?; who gets stuck with the cost of forced migration?; and is this going to be done in the right way? Verizon has opposed a hard date for customer transfer because it's not required under the rules and it would disincentivize Time Warner from doing everything in its power to ensure that its customers make an affirmative choice regarding their telephone carrier.
