The purpose of this workshop is to discuss the upcoming Resource Adequacy Requirement compliance filings or "RAR showings" which must be filed on January 27, 2005 by all load-serving entities (LSEs). Specifically, the workshop will address the implementation details of the top-down methodology proposed by Mirant/WCP, as adopted in D05-10-042. Each LSE must demonstrate that it has 90% of the required 115% reserves. Energy Division plans to circulate a straw proposal prior to the workshop. The purpose of this workshop is to discuss the upcoming long term procurement proceeding, which will commence in early 2006. The workshop will take public comment on the staff proposal for the proceeding work plan. The staff proposal was attached as Appendix A of the Assigned Commissioner Ruling issued on December 2, 2005. The ruling is available online at
http://www.cpuc.ca.gov/PUBLISHED/RULINGS/51718.htm. As stated in the ruling, this workshop will be used to help the Commission consider how to prioritize the work of the 2006 long-term procurement proceeding.

Parties will be invited to provide feedback throughout the workshop on the staff proposal. The focus of the workshop will be on the process, not the substance, for addressing the issues in the 2006 proceeding. For each of the 4 proceeding goals identified, parties will be asked to respond to the proposed activities and timelines included in the staff proposal. The workshop focus is to reach agreement on: (1) the work of to be accomplished in each part of the 2006 procurement proceeding; (2) realistic timelines for the various parts of the proceeding; and (3) inputs or workshops needed for each part of the proceeding, on which topics, and on what timelines.

Jacobson explained that the Williams Gas contract was comparable to a cash settlement.
