The purpose of this workshop is to determine the limits of residential and small commercial customers' telephone services and equipment during a commercial power outage, and how they can be enhanced. The Commission with the help of service providers, first responders, and community groups, will solicit feedback on how to educate customers about their telephonic service limitations and backup power options during a power outage, their responsibilities, and their options in choosing a service provider.
Parties desiring expedited or daily transcripts should advise the Chief Hearing Reporter by telephone at (415) 703-2288, no later than three days prior to the first day of hearing.

Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

Draft Resolution EGPB-7 approves the Final Report on the Audit of the Alamitos Generating Station, performed by the Electric Generation Performance Branch of the Consumer Protection and Safety Division (CPSD-EGPB), and authorizes public disclosure of the Final Audit Report. The Final Audit Report (Appendix A to EGPB-7) will be attached to the public version of the Final Resolution. The Final Audit Report orders Alamitos to develop and implement comprehensive maintenance and operations plans in six areas of operation, provide additional documentation in a seventh area of operation, and complete several other proposed corrective actions.
Draft Resolution EGPB-7 will be on the agenda at the Commission's November 21, 2008 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On October 17, 2008, the draft resolution was circulated to the Resolution EGPB-7 service list, pursuant to Public Utilities Code Section 311(g) and Rules 14.5 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at

The ALJ Division has prepared Resolution ALJ-227 for the November 21, 2008 Commission Agenda. The resolution resolves the appeal of 3 Phases Renewables LLC of Citation E-4017-0923-4. The resolution concludes that the $2,500 fine imposed by the Energy Division on account of a late resource adequacy filing should be reduced to $2,000.
In this Resolution, the Commission considers the appeal by 3 Phases Renewables LLC (Respondent) of CPUC Resource Adequacy Citation E-4017-0923-4 issued by the Energy Division pursuant to Resolution E-4017. The Citation alleges that the Respondent's Month-Ahead Resource Adequacy filing for May 2008, which was due on April 1, 2008, was not received at the Commission until April 4, 2008, and that on account of this tardiness, Respondent should be fined $2,500 in accordance with the schedule of penalties set forth in Appendix A to Resolution E-4017.

A draft resolution (TL-19095) of the Consumer Protection and Safety Division (CPSD) that sets the Public Utilities Transportation Reimbursement Account (PUCTRA) fees for the 2008-09 fiscal year and defines "charter bus" for purposes of collecting PUCTRA fees and renewal application fees from charter-party carriers will be on the December 18, 2008, Commission meeting agenda. The Commission may vote on this resolution at that time, or it may postpone a vote until later. When the Commission votes on Resolution TL-19095, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare a different resolution.

CPSD must receive comments by December 8, 2008. Parties must serve a copy of their comments on all persons on the Service List attached to the draft resolution on the same date that comments are submitted to CPSD. Comments shall be limited to five pages in length and shall focus on factual, legal, or technical errors in the proposed resolution. Replies to comments may be submitted within five days after comments are filed and shall be limited to identifying misrepresentations of law or fact contained in the comments of other parties. Replies shall not exceed five pages in length and shall be submitted and served in the same manner as comments.
Draft Resolution L-369 authorizes disclosure of records related to the California Public Utilities Commission ("Commission") Consumer Protection and Safety Division's investigation of a December 5, 2007, railroad incident involving Amtrak and a pedestrian that occurred at the Alvarado Street Crossing in San Leandro, California.
Draft Resolution L-369 will be on the agenda at the Commission's December 18, 2008 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-369, amend or modify it, or set it aside and prepare a different resolution.
