On August 10, 2004, R. Gordon Gooch, outside counsel for BP West Coast Products LLC and ExxonMobil Oil Corporation, met with Cmmr. Wood and Belinda Gatti, advisor to Cmmr. Brown, in two separate meetings in San Francisco. At the meeting with Cmmr. Wood also present was Manuel Ramirez, advisor to Cmmr. Wood, and with Belinda Gatti - staff member Paul Harvey. Written materials (attached to the notice) were used. Gooch stated that contrary to the claims of SFPP, SFPP having no effective competition in its destination markets cannot possibly qualify for any form of deregulation. Questioning maintenance and rate base claims, Gooch stated that SFPP, by its own admission, has enjoyed creamy returns far in excess of the top of the range granted by this Commission, plus sufficient dollars to pay for all maintenance.
