Pocta addressed the reasons that ORA agreed to the - 10 Bcf downward tolerance for storage inventory and the concerns with a strict 70 Bcf. Pocta stated that the strict inventory unnecessarily constraints Southern California Gas Company's flexibility and requires that storage injections be maximized. Pocta added that if the Commission was interested in investigating the reasons for high California border prices then a statewide investigation was more appropriate than an investigation focused only on SoCalGas. Pocta noted that the proposed decision is a better structure for making any changes because it more accurately reflects the record evidence.
