Description:
On August 31, 2001, Cynthia Marshall - Senior Vice President Regulatory and Constituency Relations of Pacific Bell Telephone Company (PacBell), met with Cmmr. Brown in San Francisco. Also present were Rob Wullenjohn, advisor to Cmmr. Brown, and Linda Vandeloop - Executive Director Regulatory and Constituency Relations, David Discher - General Attorney, and James Young - General Attorney and Assistant General Counsel, for PacBell. PacBell's representatives discussed the fact that customers do have choices with respect to residential inside wire repair, and that the service is competitive. PacBell's representatives stated that price increases alone would not justify moving a service to a less competitive category, and that the current price is still below the national average.

Description:
On August 27, 2001, Cynthia Marshall, Vice President Regulatory, Pacific Bell Telephone Company ("Pacific Bell"), met with Lestor Wong, advisor to Cmmr. Bilas, in San Francisco. Also present was Linda Vandeloop, Executive Director Regulatory Matters, Pacific Bell. Referring to Office of Ratepayer Advocate?s petition to modify D. 96-06-053, representatives of Pacific Bell discussed the fact that customers have choices with respect to residential inside wire repair and that prices increases alone would not justify moving a service to a less competitive category. The representatives described Pacific Bell's 1MB pricing flexibility application under A.00-09-061: the proposed price and ceiling are consistent with OANAD, but the proceeding appears to be on hold pending the OANAD relook. The representatives also stressed the importance of a timely Performance Measures decision.

Description:
Summary: On June 26, 2001, Peter Casciato, attorney for The Utility Reform Network (TURN), sent a letter (attached to the notice) to ALJ Jones. The letter advised that a schedule had been set to conduct a cost review of Pacific Bell's switching and loops in the unbundled network element cost review proceeding (A01-02-024, A01-02-035 and A01-02-034). The letter stated that TURN continues to believe that the Commission should dismiss the instant application without prejudice to the outcome of the noted proceedings, or defer its resolution pending the outcome of the noted proceedings.

Description:
Summary: On April 10, 2001, William A. Blase, President, External Affairs, for Pacific Bell Telephone Company (PacBell), wrote a letter (attached to the notice) to Cmmrs. Lynch, Bilas, Brown, Duque, and Wood. Among other things, the letter refutes the Office of Ratepayer Advocates' (ORA) claims that PacBell's application "fails to meet statutory requirements to notify customers". The letter also informs the Commission that ORA is mistaken in its belief that PacBell requested "any further regulatory relief".

The letter was also addressed to Cmmrs. Bilas, Duque, Stevens, and Wood. The letter comments on the Utility Reform Network's (TURN) letter dated January 8, 2001 to dismiss the application until the Commission has completed a further review of its price-cap regulation method. The letter urges the Commission to ignore TURN's letter since TURN speculates on the outcome of future proceedings.

LATE FILED. On January 8, 2001, Nettie Hoge, Executive Director of The Utility Reform Network, sent a letter (attached to the notice) to Cmmr. Lynch. The letter was also addressed to Cmmrs. Bilas, Duque, Wood and Stevens. In addition, copies of the letters were sent to ALJ Jones, John Leutza, ALJ Carew, and to each Commissioner's telecommunications advisor. The letter encouraged the Commission to properly sequence the proceedings. The letter pointed out that current matters before the Commission, including the energy crisis and Pacific Bell's (PacBell) application to enter the long distance market, require substantial resources. The letter stated that it makes no sense to divert precious resources away from these crucial matters to deal with PacBell's request for business service rate increases. The letter urged the Commission to issue an order directing the instant business rate increase application and any other rate increase applications filed by incumbent local exchange companies be dismissed without pre
