On February 27, 2002, Judy Peck, CPUC Administrator of Sempra Energy on behalf of Southern California Gas Company (SoCalGas), met with Julie Fitch, advisor to Cmmr. Bilas, in San Francisco. Also present were Laura Krannawitter, advisor to Cmmr. Duque, Aaron Johnson, advisor to Cmmr. Lynch, Belinda Gatti, advisor to Cmmr. Brown, Linda Serizawa, advisor to Cmmr. Wood, Richard Myers of the Energy Division, Mark Pocta of the Office of Ratepayer Advocates; and Ron van der Leeden, Regulatory Case Manager, and Glen Sullivan, Regulatory Attorney, for Sempra Energy. Written materials (attached to the notice) were used. Peck discussed the switching of noncore customers to core status, and the combining of the SoCalGas and San Diego Gas & Electric Company (SDG&E) core gas supply portfolios. Peck noted that in GIR decision the Commission provided each of SoCalGas and SDG&E with an assignment of, or option to acquire, sufficient assets to meet their retail core needs. Summary: On May 21, 2001, Marcel Hawiger, staff attorney for The Utility Reform Network (TURN), talked by telephone with Thomas Long, advisor to Cmmr. Lynch. Written materials filed in this proceeding were used. Hawiger stated that the change to Southern California Gas Company?s (SoCalGas) procurement rates presented in the draft decision represents an approximately 8-10% increase in procurement costs for SoCalGas? core customers. Hawiger stated that during the prehearing conference TURN recommended that at least two conditions be required before Long Beach?s relief is granted, namely, the purchase of additional storage assets and a date certain for termination of core subscription status. Hawiger stated that TURN recommends that the Commission further examine the implications of the draft decision.
