A copy of ORA's Report on Application of Verizon California Inc. to Recategorize Inside Wire Services to Category III dated July 13, 2001, which is proprietary Exhibit 14 in this proceeding, and pages 262-263 (attached to the notice) of the transcript of the hearings were used. ORA's representatives explained that Verizon's residential inside wire repair service should remain a Category II service and that the evidence in the record does not support recategorization.

McCallion noted that the PD's reliance on market share as an indicator of market power is in error. McCallion also noted that the PD virtually ignores compelling evidence that the elasticity of demand is high for inside wire maintenance - there are a large number of alternatives.
