Description: On July 24, 2003, Robert M. Pocta, Manager, Officer of Ratepayer Advocates (ORA), met with Cmmr. Kennedy in San Francisco. Also present were Brian A. Prusnek, advisor to Cmmr. Kennedy, and Marion Peleo, Counsel, and Jonathan P. Tom, Regulatory Analyst, for ORA. ORA representatives stated its support of the draft decision (DD) of ALJ McKenzie. ORA stated that the DD accurately reflects the record and fairly applies the law and Commission policy. Pocta explained that this case involves the allocation of Administrative and General Expenses and General Plant costs, and stated that Southern California Edison Company (SCE) and ORA supported the multi-factor allocation methodology that was adopted by the Commission. Pocta also stated that the circumstance of different jurisdictions using different allocation methodologies is not unique.
