LATE FILED. On October 17, 2003, Robert M. Pocta, Program Manager with the Office of Ratepayer Advocates (ORA), met with Michael Campbell, advisor to Cmmr. Lynch, in San Francisco. Pocta described the currently authorized rates, present revenues, and the proposed revenues within the Settlement Agreements adopted by the proposed decision (PD) of ALJ O'Donnell. Pocta stated that the Commission has found that PacifiCorp's rate freeze had ended and that the 10% rate reduction would be appropriate to eliminate. Pocta explained that a new revenue requirement would be established for PacifiCorp and rates would be established based on recovery of the new revenue requirement. Pocta stated that the rates proposed in the Settlement Agreement addressing Revenue Allocation and Rate Design adopted in the PD are based strictly upon the newly proposed general rate case test year revenue requirement.

On June 24, 2002, Christy Omohundro, Director of Regulatory Policy for PacifiCorp, met with Cmmr. Wood at the Chinatown Holiday Inn in San Francisco, and with Cmmr. Peevey at the Commission's offices in San Francisco. In the meetings also participated Don Furman, Senior Vice President of Regulatory & Government Affairs, and William Booth, counsel, for PacifiCorp. At the meeting with Cmmr. Wood also present was Manuel Ramirez, advisor to Cmmr. Wood, and with Cmmr. Peevey - Kevin Coughlan, advisor to Cmmr. Peevey, and David Gamson, advisor to Cmmr. Brown. Furman urged the Commission to vote for the proposed decision (PD). Furman explained that the PD utilizes 1999 system-wide power costs, as opposed to higher power costs from 2000 or 2001 in making its determination that a 1 cent increase is justified. Furman explained that the alternate mistakenly states that the increase under the PD would be merely 15% when in fact the increase would be less than 10%.
