Brown; and, following the telephone conversation, Armi emailed to Peter Hanson copies of SSRC's briefs on the intervenor compensation issues as well as copies of D02-05-005 and D02-11-024. Armi explained that SSRC strongly supports the ALJ's draft decision and is concerned by the fact that Cmmr. Brown deferred the consideration of that decision. Armi explained that SSRC is a true grass-roots organization that has taken on significant debts in order to participate in this proceeding. Armi noted that groups like SSRC will effectively be prohibited from participating in Commission proceedings if they cannot obtain compensation when they make a significant contribution to such proceedings.
