Description:
On September 4, 2002, Les Guliasi, Director of Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with Cmmr. Brown in San Francisco. Also present were David Gamson and Belinda Gatti, advisors to Cmmr. Brown, and Brian Cherry, Chief, Regulatory Relations, PG&E. Guliasi encouraged the Commission to approve ALJ Sullivan's proposed decision (PD). Guliasi noted that the PD appropriately finds that the Office of Ratepayer Advocates' (ORA) proposal is inconsistent with Commission decisions establishing the contribution-to-margin methodology, and that ORA's proposal to change the marginal cost methodology retroactively is without legal merit and is outside the scope of the proceeding.
