Brown, that was followed by email (copy attached). Ferraro discussed the Commission's established practice of adopting the second test year rates to become effective five days after filing in general rate case decisions that are issued in the second test year. Ferraro requested that the proposed decision be modified consistent with past practice to authorize Cal Water's 2004 Test Year rates to become effective five days after filing.
