SBC representatives stated that the ALJ's draft decision (DD) determines that SBC may grant a license to its affiliate pursuant to General Order 69-C without prior Commission approval. However, SBC representatives indicated that the draft decision errs as a matter of law by attempting to rewrite GO 69-C to require SBC to file an application to obtain further special Commission authorization every time SBC wants to provide space to an affiliate under GO 69-C and, as a result, the DD must be corrected.
