Beach noted that the Southern California Gas Company's opening comments on the alternate of Cmmr. Lynch revealed an important issue that needed to be addressed if the Commission were to decide to terminate the SoCalGas' Comprehensive Settlement Agreement (CSA), as the alternate proposes to do. Beach indicated that this issue is the fact that the Commission has already implemented certain elements of the CSA that benefit core customers. Beach also observed that approval of the CSA is by far the fastest and easiest way to develop a system of firm tradeable capacity rights on the gas system in southern California.
