Huffman acknowledged that the MDL customers are being treated differently than direct access (DA) customers regarding the CTC calculation. However, Huffman pointed out that the parties argued to be treated differently and that they asserted that the Commission should charge only the CTC costs, mandated by statute, to departing load customers.
