Observing that enforcement of those recommendations was the responsibility of the U.S. Securities and Exchange Commission and the U.S. District Court, Mattes noted WorldCom's opposition to the draft decision's claim that the recommendations may be enforced by the Commission.

In the letter, Guzman stated that WorldCom hoped that the Commission would be able to approve WorldCom's application within the time frame set for the in the September, 2003 stipulation.
