On January 13, 2004, John P. Hughes, Manager, Regulatory and Policy Affairs for Southern California Edison Company (SCE), spoke on the telephone with Mike Campbell, advisor to Cmmr. Lynch. Hughes stated that SCE was hoping that the Commission does not hold the proposed decision (PD) of ALJ Galvin past the January 22, 2004 meeting. Hughes explained that, despite SCE having recently been upgraded to investment grade status by the rating agencies, SCE cannot issue commercial paper and would probably not be able to obtain commercial paper to finance any ERRA undercollections for at least another year. Hughes also stated that the PD does not reflect SCE's actual borrowing cost for ERRA undercollection, and if SCE is in an undercollection position, its shareholders will be paying the difference between its actual interest const and the lower recovery amount reflected in the current PD.
