Clark explained the circumstances in 1998-1999 that gave rise to action taken by the Pennsylvania Public Utility Commission against Ntegrity Telecontent Services, Inc., a company whose co-founders included two members of Inflexion's current management team and for which those two individuals were executive officers. Clark asked that the Commission grant the applications, either as requested, or, if deemed necessary, with reporting conditions to satisfy any concerns the Commission might have with on-going compliance. The letters each transmitted a copy of a February 2002 Washington Post magazine article describing the competitive playing field at the time that Ntegrity Telecontent Services, Inc., a company whose co-founders included two members of Inflexion's current management team, was attempting to operate. In the letter, Clark explains that the purpose of the letter is to provide background context for problems suffered by Ntegrity that led to its cessation of operations and inability to fund a continued defense to action taken by the Pennsylvania Commission against it.
