Womack described how the steam generators cool the reactor vessel and contrasted the Diablo facility with other types of nuclear reactors employing boiled water reactions. Womack also described the challenges and solutions the industry has employed in minimizing cracking and wear. Womack also discussed the maintenance of water quality and the sleeving of the steam generators' internal tubing to extend the operating life of the equipment.

Cherry stated that the Office of Ratepayer Advocates and Aglet Consumer Alliance offer no support for the assertion that PG&E's recovery request to replace the steam generators at Diablo should be reduced because of PG&E's failure to sue Westinghouse. Cherry stated that any PG&E response casting doubt on the merits of a claim against Westinghouse used in a Commission proceeding would be used as evidence against a PG&E claim in a civil court, thus leaving PG&E in a no-win situation.
