Description:
On May 5, 2006, Billy Blattner, CPUC Relations Manager for San Diego Gas &
Electric Company (SDG&E), spoke by telephone to Peter Hanson, advisor to Cmmr.
Brown. Blattner discussed SDG&E's Critical Peak Pricing (CPP) settlement.
Blattner urged support for Cmmr. Bohn¿s alternate decision. Blattner stated
that as a result of direction in the proposed decision (PD) that would move CPP
into various rate design proceedings if parties object to the PD's preferred
approach -- which they have -- the PD would result in significant delays and
repeated relitigation of issues that have been litigated several times.
Blattner explained that the CPP settlements are in the public interested and
should be approved.

at Peet's Coffee, 601 Van Ness Avenue, in San Francisco. Blattner urged the

2, 2006. Blattner stated that the Energy Action Plan and Commission decisions
support moving to dynamic pricing and that the settlement maintains positive
momentum toward that goal. Blattner added that SDG&E has committed to obtaining
consent from customers before switching them to the default CPP tariff.
Blattner recommended that subsequent SPP issues be addressed in the Advanced

(attached to the notice) was used. Lorenz urged the Commission to approve
SDG&E's CPP settlement by March 2, 2006. Blattner stated that the Energy Action
Plan and Commission decisions support moving to dynamic pricing and that the
settlement maintains positive momentum toward that goal. Velasquez noted that
the settlement would result in modest peak demand reduction in 2006 while
providing customer protection from adverse bill impacts in the first year.
Velasquez added that SDG&E has committed to obtaining consent from customers
before switching them to the default CPP tariff. Blattner recommended that
subsequent CPP issues be addressed in the Advanced Metering Infrastructure

Description:
On February 9, 2005, Steven Kelly, representing the Independent Energy
Producers Association (IEP), met with Steven St. Marie, interim advisor to
Steven Poizner, and Julie Fitch, advisor to Pres. Peevey, in two separate
meetings in San Francisco. Also present was Brian Cragg, representing IEP.
Kelly and Cragg noted that the critical peak pricing proposals may have the
perverse incentive of discouraging generators from maximizing output during
critical peak periods.
