Blattner stated that as a result of direction in the proposed decision (PD) that would move CPP into various rate design proceedings if parties object to the PD's preferred approach -- which they have -- the PD would result in significant delays and repeated relitigation of issues that have been litigated several times. Blattner explained that the CPP settlements are in the public interested and should be approved.
