On November 30, 2005, Jason Reiger, staff attorney, Office of Ratepayer Advocates (ORA), met with Cmmr. Grueneich in San Francisco. Also present were Nilgun Atamturk, advisor to Cmmr. Grueneich, Jasjit Sekhon, senior staff analyst, and Danilo Sanchez, Water Branch Program Manager, for the ORA, and Leigh Jordan, Executive Vice President, and David Morse, Consultant, for Apple Valley Ranchos Water Company (AVR). ORA stated that it agreed with AVR's position regarding the proper use of escalation factors in deriving test year forecasts and the interpretation of an agreement between ORA and AVR regarding a modification to AVR's tariff Rule 15. ORA also stated it disagreed with AVR's arguments regarding cost of capital.
