Description:
On July 5, 2005, Jeanne Armstrong, of the law firm Goodin MacBride Squeri Ritchie & Day, outside counsel for Wild Goose Storage Inc. (Wild Goose), met with Rami Kahlon, advisor to Cmmr. Peevey, and Lindsay Brown, advisor to Cmmr. Bohn, in two separate meetings in San Francisco. Armstrong discussed the proposed decision (PD) of ALJ Wong. Armstrong relayed that Wild Goose believed the record supported the PD's determination to reject Pacific Gas and Electric Company's (PG&E) proposal to apply its current credit policy to participants in PG&E's request for offers (RFO) for core storage service. Armstrong explained, however, that the PD's determination to send the issue of the appropriate credit policy to be applied to independent storage providers which participate in the RFO back to settlement discussions was not only unnecessary but ill-advised. In addition, Armstrong explained how there was sufficient record evidence to adopt appropriate criteria for assessing the ability of independent storage providers to

Also present was Michael White, Director, Credit Risk and Reporting, for PG&E. Dietz described the broad agreement around the settlement among the parties but stated that credit was an outstanding issue. White described the risk around storing gas with third-party providers and discussed some approaches that could be used to mitigate this risk. Dietz stated that in the absence of credit worthiness, letters of credit, or other assurances, the financial risk would fall to core customers.

Dubchak referred to Pacific Gas and Electric Company's (PG&E) proposal to apply its current credit policy to participants in PG&E's request for offers (RFOs) for core storage service and stated that there were three potential participants - Wild Goose, Lodi Gas Storage, LLC (Lodi) and California Gas Transmission (CGT) (as division of PG&E). Dubchak explained that application of PG&E's credit policy would result in Wild Goose and Lodi being saddled with providing large credit assurances, while CGT would not have such obligation. Dubchak stated that Wild Goose and Lodi would have two options: building the cost of such assurances into their bids, thereby assuring tha

Description:
On April 15, 2005, Eric Eisenman, Chief, Regulatory Relations of Pacific Gas and Electric Company, met with Larry Chaset, advisor to Cmmr. Grueneich. Also present was Dennis Gee, Manager of Gas Procurement for PG&E. Eisenman explained that PG&E is proposing a 1-day-in10-year peak day standard. Gee explained that implementation of this planning standard would result in Gas Procurement acquiring an incremental 100 MDth/day of withdrawal capacity, and at least an additional 1 Bcf of inventory. Gee stated that PG&E's proposed storage capacity acquisition process would provide an opportunity for all storage providers to compete in a Request for Proposal. Gee added that core customers should assume the financial risk of cuts to independent storage withdrawal capabilities. Eisenman noted that PG&E and the Office of Ratepayer Advocates have settled on the key principles underpinning the application.
