Armstrong explained, however, that the PD's determination to send the issue of the appropriate credit policy to be applied to independent storage providers which participate in the RFO back to settlement discussions was not only unnecessary but ill-advised. Also present was Dennis Gee, Manager of Gas Procurement for PG&E. Eisenman explained that PG&E is proposing a 1-day-in10-year peak day standard. Gee explained that implementation of this planning standard would result in Gas Procurement acquiring an incremental 100 MDth/day of withdrawal capacity, and at least an additional 1 Bcf of inventory. Gee stated that PG&E's proposed storage capacity acquisition process would provide an opportunity for all storage providers to compete in a Request for Proposal. Gee added that core customers should assume the financial risk of cuts to independent storage withdrawal capabilities. Eisenman noted that PG&E and the Office of Ratepayer Advocates have settled on the key principles underpinning the application.
