Also present were Aaron Johnson, advisor to Cmmr. Grueneich, and Christopher Blunt and Robert Kinosian, Regulatory Analysts, James Scarff and Karen Paull, counsel, for ORA. Scarff and Kinosian observed that in response to the May 9 ruling, San Diego Gas & Electric Company (SDG&E) had scaled back significantly the scope of work and had reduced its request for pre-deployment finding from $50.3 million to no more than $9.3 million. ORA also noted that SDG&E's plan appeared to acknowledge realistically the risks and uncertainties associated with AMI deployment, and the proposal includes evaluation pointes and "off-ramps" that seem prudent to ORA. Kinosian summarized the provisions of the proposed settlement, and indicated that ORA supported it in principle. On Phase 2 issues, ORA suggested that for purposes of developing a useful record on demand response benefits, parties should be advised that only demand response scenarios consistent with AB1X would be considered.
