Description:
On April 5, 2007, Lad Lorenz, Vice President-Regulatory Affairs, San Diego Gas
& Electric Company (SDG&E), met with Cmmr. Grueneich in San Francisco. Also
present were Nilgun Atamturk, advisor to Cmmr. Grueneich; and Ted Reguly,
Director-Advanced Metering Infrastructure (AMI) Project, and Billy Blattner,
CPUC Relations Manager, for SDG&E. Lorenz expressed SDG&E's strong support for
the AMI settlement and proposed decision (PD) adopting it and suggested that
the PD be modified to order SDG&E to file appropriate advice letters. Lorenz
recommended that the avoided cost and demand response benefit estimates used
for analytical purposes in the PD not be precedential. Blattner subsequently
sent electronically written materials (attached to the notice) to advisor
Atamturk.

Written material (attached to the notice) was used. Also present was Ted Geilen
of the DRA. Kinosian and Geilen explained that San Diego Gas & Electric
Company's (SDG&E) proposal is not cost effective, and that DRA's recommendation
to the Commission is that instead of approving it, the Commission should
authorize a new phase that would consider whether an AMI proposal similar to
the one being prepared by Southern California Edison (to be filed in June 2007)
might be cost-effective for SDG&E.

with its Advanced Metering Infrastructure (AMI) case. Fong explained that
SDG&E's current AMI schedule and Request for Proposals does not include
Broadband over Powerlines (BPL) technology for AMI communications. Fong stated
that SDG&E may propose to incorporate BPL at a later date. Fong added that a
substantial part of SDG&E's AMI business case relies on demand response
benefits and that the avoided capacity costs should reflect an appropriate
proxy for the SDG&E system and should not be determined in other proceedings.

Description:
On January 25, 2006, Billy Blattner, CPUC Relations Manager, San Diego Gas &
Electric Company (SDG&E), met with Aaron Johnson, advisor to Cmmr. Grueneich,
at Peet's Coffee, 601 Van Ness Avenue, in San Francisco. Blattner urged the
Commission to approve SDG&E's Critical Peak Pricing (CPP) settlement by March
2, 2006. Blattner stated that the Energy Action Plan and Commission decisions
support moving to dynamic pricing and that the settlement maintains positive
momentum toward that goal. Blattner added that SDG&E has committed to obtaining
consent from customers before switching them to the default CPP tariff.
Blattner recommended that subsequent SPP issues be addressed in the Advanced
Metering Infrastructure docket.

in San Francisco. Also present were Rami Kahlon, advisor to Cmmr. Peevey, Julie
Fitch, Director of Strategic Planning Division, and Billy Blattner, CPUC
Relations Manager, Mark Gaines, Director-Customer Programs, and Joe Velasquez,
Director-Commercial and Industrial Services, for SDG&E. Written material
(attached to the notice) was used. Lorenz urged the Commission to approve
SDG&E's CPP settlement by March 2, 2006. Blattner stated that the Energy Action
Plan and Commission decisions support moving to dynamic pricing and that the
settlement maintains positive momentum toward that goal. Velasquez noted that
the settlement would result in modest peak demand reduction in 2006 while
providing customer protection from adverse bill impacts in the first year.
Velasquez added that SDG&E has committed to obtaining consent from customers
before switching them to the default CPP tariff. Blattner recommended that
subsequent CPP issues be addressed in the Advanced Metering Infrastructure
docket.

relies on the original 2004 case-in-chief cost and benefit data and analysis of
this data should be considered in light of the fact that the data will be
updated. Fong added that SDG&E will also provide a proposal for a new voluntary
residential dynamic rate and an update of the associated demand response

June 27, 2005, Marc Joseph, attorney for the Coalition of California Utility

advisor to Cmmr. Grueneich. Joseph explained the reason for the different
position of CUE in the Pacific Gas and Electric Company (PG&E) and San Diego
Gas & Electric Company (SDG&E) AMI proceedings. Joseph noted that PG&E has
presented a case showing that AMI would be cost effective and had agreed to
measures to protect utility employees that would be adversely affected. SDG&E
has done neither.

present were Aaron Johnson, advisor to Cmmr. Grueneich, and Christopher Blunt
and Robert Kinosian, Regulatory Analysts, James Scarff and Karen Paull,
counsel, for ORA. Scarff and Kinosian observed that in response to the May 9
ruling, San Diego Gas & Electric Company (SDG&E) had scaled back significantly
the scope of work and had reduced its request for pre-deployment finding from
$50.3 million to no more than $9.3 million. ORA also noted that SDG&E's plan
appeared to acknowledge realistically the risks and uncertainties associated
with AMI deployment, and the proposal includes evaluation pointes and
"off-ramps" that seem prudent to ORA. Kinosian summarized the provisions of the
proposed settlement, and indicated that ORA supported it in principle. On Phase
2 issues, ORA suggested that for purposes of developing a useful record on
demand response benefits, parties should be advised that only demand response
scenarios consistent with AB1X would be considered.

Written material (attached to the notice) was used. Fong described SDG&E's
proposal to fully deploy AMI by 2010 and explained that SDG&E's proposal
projects net present value of benefits of $48 million, meets the functional
criteria reiterated in the recent Assigned Commissioner's Ruling (ACR) and
contains off-ramps should costs, benefits or implementation differ
significantly from expectations. Fong and Lorenz explained that SDG&E's
business case depends in substantial part on demand response benefits and may
not be justified on operational benefits to the extent suggested in the ACR.
