Description:
On June 7, 2006, Billy Blattner, CPUC Relations Manager for San Diego Gas & Electric Company (SDG&E), had a telephone conversation with Traci Bone, advisor to Cmmr. Grueneich. Blattner explained that the Environmental Impact Report found no significant immitigable impacts of SDG&E's proposed air-insulated substation (AIS) design of the Silvergate Substation, but it recommends a gas-insulated substation (GIS) design. Blattner explained that SDG&E disagrees with this assessment which is, at best, marginal. Blattner recommended that the Commission find the AIS design has no significant immitigable impacts and conclude that the cost of the GIS design is not justified.
