Defense Council (NRDC) met with Brian Prusnek, advisor to Cmmr. Kennedy, at the
Delessio Market in San Francisco. Also present was Audrey Chang, Staff
Scientists at NRDC. Wang commended ALJ Gottstein and Cmmr. Kennedy for a
well-crafted draft decision (DD). Wang urged the Commission to include explicit
authorization for program implementers to `count¿ energy savings associated
with water efficiency in the final decision. Wang further urged the Commission
to clarify the discussion of rate and bill impacts in the DD. Finally, Wang and
Chang noted that the utilities have been slower to address statewide
consistency issues than other issues.
