Myers indicated that the Joint Parties continued to strongly support the Proposed Decision's modification of Resolution E-4079 adopting the Joint Parties' recommended definition of "hard-to-reach" customers to be targeted by Pacific Gas and Electric Company's (PG&E's) Business Energy Coalition (BEC) program and did not support the Alternate Decision's changes to that definition. Counihan stated that, in particular, the change by the Alternate Decision to the Proposed Decision's definition of "hard-to-reach" customers to substitute the term "participate," defined as recommended by PG&E, for the term "enroll," rendered the definition vague and dependent on information known only to one party (PG&E). Mr. Counihan stated that the term "enroll" created a "bright line" in defining "hard-to-reach" customers (either the customer enrolled in a demand response program or it did not), which would allow customers, aggregators, and the utility to have an equal understanding of and ability to confirm BEC program customer eligibility. EnerNOC urged the Commission to adopt the Capacity Bidding Programs as proposed to be modified in comments by demand response aggregators; to open the utilities' Base Interruptible Programs to aggregator participation, and to extend the Clean Gen Program from San Diego Gas & Electric Company to Southern California Edison Company and Pacific Gas and Electric Company. EnerNOC also supported the utilities' proposals to increase the Technical Incentives to $250 per kW.
