Clarke stated that PG&E strongly opposes the proposal made in this proceeding by interested party Scott Fielder that the Commission established an Independent Board of Consultants (IBC) to oversee expenditures of the Humboldt Power Plant decommissioning project. Manheim clarified that while Public Utilities Code Sections 1091-1102 provides for an independent oversight board, the provision applies only to new generation projects where the Commission determines that a significant potential exists for the occurrence of problems.
