Freedman and Finkelstein explained that approval of the settlement presented by Pacific Gas and Electric Company would represent a 'travesty of procedural justice' because of the process by which PG&E chose to pursue settlement negotiations. Freedman and Finkelstein noted that the settlement placed an extremely low value on the litigations positions advocated by TURN and urged the Commission to modify the settlement. Also present were Commissioners' advisors, Mark Pocta and other representatives of the Division of Ratepayer Advocates, and Jane Yura, Director, General Rate Case, and other representatives of PG&E. Yura explained, in connection with the General Rate Case Settlement, that the settlement was comprehensive agreement between the parties and should be treated as an integrated whole. Pocta discussed the rate impacts of the settlement proposal, and noted the importance of the attrition portion of the settlement, and that revenue for PG&E would increase by less than two percent annually on a total system billed revenue basis for the proposed four year period.
