Description: SUMMARY: On October 25, 2007 Mark Pocta of the Division of Ratepayer Advocates (DRA) met with Lindsay Brown and Robert Kinosian, advisors to Cmmr. Bohn in San Francisco. Also present was Richard Myers of the Energy Division of the CPUC. Pocta discussed DRA's Petition to Modify D.07-06-013 requesting the Commission to delay issuing an Order Instituting Rulemaking ("OIR") for the Gas Incentive Mechanisms for the major gas utilities until June 2008, in order to avoid scheduling conflicts. Pocta requested that the Commission modify D.07-06-013 and extend the issuance of the OIR to June, 2008 because of a conflict of schedule with Southern California Gas Company's (SoCalGas) and San Diego Gas and Electric Company's ("SDG&E") Biennial Cost Allocation Proceedings ("BCAP"). Pocta explained that the two BCAPs are scheduled to be filed on December 14, 2007 and would require the dedication of DRA's entire gas section for 6 months. During the phone conversations, Rochman summarized and re-stated the concerns that SPURR and ABAG Publicly Owned Energy Resources had previously expressed in joint comments filed on the Proposed Decision of Pres. Rochman stated that Pacific Gas and Electric Company (PG&E) had not carried its burden of providing convincing evidence that particular hedging information should be kept secret for particular lengths of time and that the Commission should not make an exception to its general policy of transparent ratemaking by approving PG&E's request for indefinite secrecy.
