SUMMARY: On November 14, 2007, Cheryl Cox of the Division of Ratepayer Advocates (DRA) met with Hazlyn Fortune, advisor to Cmmr. Grueneich in San Francisco. Also present was Diana Lee of the CPUC. Cox explained that DRA supported implementing pilot programs that can first demonstrate that water conservation programs actually save Investor-Owned Utility energy to compete with more traditional energy efficiency programs, in advance of their inclusion in future energy efficiency portfolios. Lee explained that while some potential water and energy savings projects do not currently appear to be cost effective if funded only by ratepayers of a single utility, pilot programs might reveal projects that would allow for future collaboration between utilities and across jurisdictions may benefit the ratepayers of each utility, as well as on a collaborative statewide basis.
