Description: SUMMARY: On November 19, 2007 Steven Kelly, Policy Director for Independent Energy Producers Association (IEP) met with Andrew Schwartz, advisor to Pres. Peevey in San Francisco. Also present were Jack Stoddard, advisor to Pres. Peevey; and Brian Cragg, outside counsel for IEP. Written materials (attached to the notice) were used. Kelly noted that several recent applications raised issues about the privatization of publicly funded research and development. Kelly stated that the confidential treatment of the results of publicly funded research contradicts the goal of promoting the rapid expansion and commercialization of new technologies in the marketplace. Competitive concerns also arise when the results of ratepayer-funded research are not made publicly available, but are retained by the utility and potentially used to give the utility an advantage in competitive solicitations. Kelly further stated that in A.07-05-020, Southern California Edison Company is requesting $50 million for a feasibility study that
