Pacific Bell Telephone Company, a California corporation d/b/a AT&T California (U1001C), Complainant, vs. Global NAPs California, Inc. (U6449C), Defendant
(for the following orders: Global NAPs has breached an Interconnection Agreement by failing and refusing to pay to AT&T California any reciprocal compensation or intraLATA toll access charges for the traffic that Global NAPs has delivered, and continues to deliver, to AT&T California over local/intraLATA toll trunks and that AT&T California has, in turn, terminated to its end user. In addition, Global NAPs has breached the interconnection agreement by failing and refusing to pay AT&T California any amounts for the traffic that Global NAPs has delivered, and continues to deliver, to AT&T California for transiting to third party carriers and that AT&T California has, in turn, delivered to those third party carriers.
