DRA stated that the on-going $11.5 million draw of SureWest Telephone (SureWest) from the California High-Cost Fund-B (the B Fund) is unnecessary, not competitively neutral, and in violation of the statutory requirements of the B Fund. SureWest representatives indicated that under D96-08-030, SureWest is free to fund its operations by raising rates (other than primary residential line rates), lowering costs, or both. DRA urged the Commission to reject SureWest's Petition for Modification of D05-08-004. DRA also recommended that the issues raised by SureWest's petition should not be considered in this proceeding, but in R06-06-028.
