Description: On March 15, 2005, Marcel Hawiger, staff attorney with The Utility Reform Network, telephoned Belinda Gatti, advisor to Cmmr. Brown. Hawiger stated that significant changes on San Diego Gas & Electric Company's (SDG&E) electric system, such as new tree-trimming standards and increased undergrounding, have substantially decreased any SAIDI variability due to weather events. Hawiger stated that the data concerning tree-related outages and weather-related SAIDI show that these factors have been consistently low since 1999. Hawiger noted that this disproves SDG&E and CCUE's claim that it was mild weather in 2000 and 2001 that lowered the SAIDI five-year average. Hawiger also stated that both Southern California Gas Company and SDG&E had claimed improved customer satisfaction during the last PBR. Hawiger stated that it was inappropriate to base rewards on subjective customer satisfaction survey results, and that the Commission did not adopt customer satisfaction incentives for Edison in its last GRC decision.
