SUMMARY: On November 30, 2007 Richard Severy, Assistant General Counsel of Verizon Business met with Lindsay Brown, advisor to Cmmr. Bohn in San Francisco. Also present was Kurt Rasmussen, Director-Regulatory of Verizon California Inc. Written material (attached to the notice) was used. Verizon's representatives expressed support for the ALJ's Proposed Decision ("PD") with only minor changes described in the company's comments. Verizon explained that the PD's decision to cap CLECs' intrastate switched access rates at the level of the ILECs' rates is reasonable, supported by the record and consistent with policies adopted by the FCC and other state commissions. Verizon's representatives also explained that there is no record evidence that a price cap rule would financially harm CLECs, whereas the record shows that excessive access rates harms competition and consumers.
