Energy Efficiency Strategies

The CPUC recently took another big step to extend our commitment to efficiency as the highest priority energy resource. In an effort to achieve maximum energy savings through coordinated actions of utility programs, market transformation, and codes and standards, an integrated planning process took place involving a host of stakeholders throughout California.

On October 18, 2007, CPUC Commissioners adopted a groundbreaking decision, D.07-10-032, mandating California’s investor owned utilities (IOUs), working in collaboration with publicly-owned utilities, state agencies, and other stakeholders, to prepare a single, statewide energy efficiency Strategic Plan for the period 2009-2020. The Strategic Plan will:

  • Address all end use sectors for gas and electricity – residential, commercial, industrial, and agricultural - for both existing and new construction.
  • Give special attention to four Big Bold Programmatic Initiatives: Residential New Construction (zero-net energy by 2020), Commercial New Construction (zero net energy by 2030); HVAC (reshaped for optimal performance); and Low Income (expanded programs);
  • Establish new processes to better coordinate delivery of the full range of demand side management (DSM) options (energy efficiency, distributed generation and solar, and demand response).
  • Integrate and expand marketing, outreach, and education efforts, as well as energy efficiency workforce training.
