Uniform Regulatory Frameworks Proceeding (R.05-04-005)

This proceeding was initiated to assess and revise the regulation of telecommunications utilities.  The proceeding evaluates both statutory guidance and market conditions in determining whether the Commission may rely more heavily on competitive forces to produce "just and reasonable" rates for California's telephone consumers.

The Commission completed its phase 1 review and issued its order  in August 2006 to revise its regulations on four major incumbent local exchange carriers to be consistent with the market and technological changes for this industry. A press release and Commissioner Chong's statement offer more information.

On December 11, 2006, a Scoping Memo was issued for Phase 2 issues, which included retail special access regulation, monitoring program proposals, one-day advice letter filing and its relation with General Order 96,  consumer disclosures, and asymmetric regulation issues. Parties filed reporting requirement proposals on February 7, 2007, had another workshop on February 16, 2007, and filed opening and reply comments on phase 2 on March 2/March 30, 2007, respectively. The Commission will decide if hearings are needed or not and if so, set dates for hearings and briefing.
