Booth and McCrea expressed their concerns about the need for mandatory CPP programs for the upcoming summer and explained that many of the largest customers engaged in manufacturing and process industries were not in a position to shift load. Booth stated that any proposal to terminate the interruptible program would be detrimental to maintaining system reliability. McCrea emphasized that the largest customers over 500kW tended to have flatter loads and that demand response programs would be directed at customer classes which drive the peak.

Description: LATE FILED. On December 23, 2004, Steven Moss, Executive Director of San Francisco Community Power (SF Power), sent to ALJ Cooke comments, via email (copies attached to the notice). The comments related to Pacific Gas and Electric Company's (PG&E) `Proposal Concerning Working Group 2 Programs and Related Issues'. SF Power noted that the utility does not provide sufficient details to fully comment on its proposal. SF Power noted that SF Power is currently implementing energy efficiency, demand-response, and renewable programs in the City. Moss indicated that it is unclear how PG&E is defining `cooperative'. SF Power explained that there are conflicting state and federal statutes relating to what constitutes a cooperative structure, which makes it difficult for large number of parties to participate in `traditional' cooperative arrangements. Moss also stated that, by willfully ignoring SF Power's current activities, PG&E seems to be using this initiative both to obtain load shifts, and to disrupt the operation
